咨詢?nèi)?包括聯(lián)合體成員)在制定和實(shí)施綠色低碳指標(biāo)方面應(yīng)具有10年以上的專業(yè)技能和經(jīng)驗(yàn)，在過去的5年內(nèi)，承擔(dān)過不少于3個(gè)綠色低碳課題研究和生態(tài)城市規(guī)劃類項(xiàng)目,每個(gè)聯(lián)合體成員均應(yīng)具有至少1個(gè)相似的項(xiàng)目經(jīng)驗(yàn)。咨詢單位還應(yīng)具有較強(qiáng)的項(xiàng)目協(xié)調(diào)和管理能力，包括高質(zhì)量的數(shù)據(jù)評估和報(bào)告編寫能力。

有意向的咨詢?nèi)苏埐殚啞妒澜玢y行投資項(xiàng)目貸款（IPF）借款人采購規(guī)則》（2016年7月版，以下簡稱采購指南）關(guān)于利益沖突的政策規(guī)定。

Assignment Title: Study on Green, Low-Carbon and High-Quality Development Indicator System of Ningbo

The Government of Ningbo has received a sub-grant from the Global Environment Facility (GEF) through the World Bank toward the cost of the Green and Carbon Neutral Cities Project (Ningbo part), and intends to apply part of the proceeds for the above mentioned consulting services.

The consulting services (“the Services”) include: (a). Establishing the research framework and technical route of the indicator system development; (b). Interpretation of relevant international, national, provincial and municipal policies; (c). Research on relevant indicator systems and best practices at home and abroad; (d). Assessment of the current development status, relevant plans and indicator systems of Ningbo; (e). Defining thematic framework of the sub-indexes; (f). Data collection and database establishment ; (g). Defining the indicators and the target values; (h). Determining weights of the indicators at all levels; (i). Grouping into sub-indexes and the main index; (j). Study on the experience and practices of M E system development at home and abroad; (k). Establishing a M E framework for Ningbo's green and low-carbon development; (l). Suggestions on revision of the high-quality development indicator system of Ningbo; (m). Testing annual target management assessment of the counties/districts of Ningbo; (n). Mid-term review of Ningbo's green, low-carbon and high-quality development during the 14th Five-Year Plan period and Suggestions on Preparation of the "15th Five-Year Plan" and the indicators. The duration of the contract is expected to be 42 months.

Ningbo Project Management Office for GEF-7 Green and Carbon Neutral Cities Project (PMO) now invites eligible consulting units (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information (introduction to the qualifications, experience in similar conditions, availability of appropriate skills of their staff, etc.) demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

The consultant or joint venture should have more than 10 years of professional skills and experience in developing and implementing green and low-carbon indicators. In the past 5 years, the consultant should have implemented no less than 3 green and low-carbon research projects and eco-city planning projects, and each joint venture member shall have experience of at least one similar project. The consultant should also have strong project coordination and management capabilities, including Proficiency in data evaluation and writing with high quality.

The attention of interested Consultants is drawn to World Bank’s Guidelines: Investment Project Loan (IPF) borrower procurement rules [under IBRD Loans and IDA Credits Grants] by World Bank Borrowers, July 2016 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other units in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality-and Cost-Based Selection method set out in the Consultant Guidelines.
